Cleveland 2019 Community & Problem-Oriented Policing Plan

Overview

The Community and Problem-Oriented Policing Plan (or CPOP) is a new organizational strategy for the Cleveland Division of Police resulting from community engagement efforts undertaken by the City of Cleveland, the U.S. Department of Justice, and the Cleveland Police Monitoring Team (with support and assistance by the Policing Project).

Although this document has been designed specifically for and by Cleveland residents and stakeholders, the CPOP Plan highlights the breadth of operational changes necessary to support a department-wide philosophy of community policing. Departments and communities will need to consider such subjects as prioritizing collaborative problem-solving and community partnerships; modifying organizational structures around staffing, training, and promotions; and sustaining a commitment to public input throughout the design process.
