Use of Force Statute
Overview
This draft model state statute—which we prepared with the help of Cleary Gottlieb—is aimed at comprehensively regulating the use of force by law enforcement officers. Among other subjects, the statute covers the use of physical force (including deadly force) by law enforcement officers; the use of force in response to protests and demonstrations; officers’ duties to intervene and report unauthorized uses of force by other officers; recordkeeping and reporting requirements; and enforcement mechanisms to ensure that agencies and officers comply with their statutory obligations.
