Deputy Director of Legislation
Kelly McConney Moore is the Deputy Director of Legislation with the Policing Project. Most recently, Kelly served as Legislative Counsel for Voting Rights Lab, where she developed, advanced, and analyzed legislation to expand voter access in states across the country. Prior to that, she was the Policy Counsel for the ACLU of Connecticut, where she drafted and advocated policies aimed at reducing the harms of policing, ending mass incarceration, and easing the burdens of living with a criminal conviction.
Kelly previously founded and was president of a legal research and writing firm and, before that, was a commercial litigator with the law firm Greenberg Traurig. Kelly earned her J.D. from the University of Florida, where she served as Research Editor for the Florida Law Review, and her B.A. in political science from the University of Florida.
