Lars joined the Policing Project from Right On Crime. As national director of Right On Crime, Lars drafted, analyzed, and advocated on behalf of legislation and policies to improve criminal justice practices at the local, state, and federal levels. Before working at Right On Crime, Lars served as a resident senior fellow of criminal justice and civil liberties policy at the R Street Institute, focusing his work on alternatives to arrest, jail and pretrial issues, and prosecutorial reform. Prior to his work at the R Street Institute, Lars served as counsel for the Homeland Security Committee in the U.S. House of Representatives. Lars began his legal career as an assistant district attorney in Essex County, Massachusetts.

Lars earned his B.A. from Johns Hopkins University, his M.A. from Uppsala University in Sweden, and his J.D. from the University of Virginia School of Law.
